SUMMARY:NJ ACTS Special Populations Seminar with Miriam Laugesen
DESCRIPTION:Miriam J Laugesen\, PhD\, Associate Professor\, Columbia University; Associate Professor\, Department of Health Policy and Management\, Columbia University Mailman School of Public Health \n“Medicaid Payment\, Managed Care Contracting\, and Administrative Accountability in New Mexico” \nThis presentation uses New Mexico as a case study to examine how Medicaid policy can improve access by addressing both provider payment and the administrative barriers that shape provider participation. Drawing on earlier work that contributed to New Mexico’s Medicaid provider rate increases and on a July 2026 report to the New Mexico Legislature\, the talk focuses on provider enrollment\, credentialing\, contracting\, and payment-system loading in Medicaid managed care. It argues that administrative simplification should be treated as a Medicaid access strategy\, alongside adequate payment rates and stronger managed care accountability. \n\nMiriam Laugesen is an expert in physician reimbursement\, primary care\, and private investment in health care. She is the author of Fixing Medical Prices: How Physicians Are Paid (Harvard University Press\, 2016)\, which has influenced debates about payment reform in the United States. She has advised state policymakers on health policy\, including through a 2026 project for the New Mexico Legislature focused on administrative simplification and an earlier engagement with the New Mexico Superintendent of Insurance concerning physician payment models. \nFrom 2023 to 2024\, Laugesen was a Robert Wood Johnson Health Policy Fellow at the National Academy of Medicine. During her fellowship\, she served as a legislative fellow in the office of U.S. Senator Elizabeth Warren\, contributing to legislation and oversight related to private equity investment in health care. I will highlight findings from studies examining mortality\, neurodegenerative disorders\, and children’s health focusing on the effects of air pollution\, temperature\, greenspace\, and other environmental exposures\, as well as neighborhood characteristics. Together\, these studies illustrate how environmental exposures and neighborhood context influence health across populations and stages of life. This presentation will share findings from a series of community engaged research studies designed to optimize primary care based literacy promotion for Latino families.\n\nBio: Manuel “Manny” Jimenez\, MD\, MS\, is an Associate Professor of Pediatrics & Family Medicine and Community Health\, Research Director at the Boggs Center on Disability and Human Development at Rutgers Robert Wood Johnson Medical School\, and an Attending Developmental and Behavioral Pediatrician at Children’s Specialized Hospital. He is also the co-lead for the New Jersey Alliance on Clinical and Translational Science Community Engagement Core. His work focuses on promoting optimal relational and developmental health for children and families and making the health system more responsive to their needs. DESCRIPTION:“Feasibility & Acceptability of Sistas Informing Sistas About Topics on AIDS and PrEP (SISTA-P)” \nShawnika Hull\, PhD\, Associate Professor\, Department of Communication\, Rutgers University\, New Brunswick \nDr. Hull will describe the community-engaged development and testing of SISTA-P\, a Black women-specific HIV prevention intervention that is grounded in Social Cognitive Theory and Intersectionality. SISTA-P focuses on self-care activities for Black women to increase their knowledge of and recognition of pre-exposure prophylaxis (PrEP) use as self-care\, and increase their PrEP uptake.  SISTA-P also trains women to increase their efficacy and skills for overcoming social-structural barriers to PrEP uptake. \nBio: Shawnika Hull (Ph.D.\, University of Pennsylvania) is an Associate Professor in the Department of Communication at Rutgers University\, New Brunswick. Her research focuses on reducing racial inequities in HIV incidence through community-engaged\, applied communication science. She develops\, implements\, and evaluates theoretically grounded communication interventions focused on impacting and overcoming individual and social-structural barriers to HIV prevention. This research is informed by and developed in close collaboration with community partners. Her expertise includes qualitative (i.e. focus groups) and quantitative (i.e. surveys\, experiments) data collection and analytical methods. Her research has been funded through various institutional\, non-profit (i.e.\, MAC AIDS Fund) and governmental mechanisms (i.e.\, NIH\, CDC) and published in communication and public health journals. Her rigorous\, theoretically grounded\, collaborative approach to research informs health communication theorizing and practice.
