NJACTS Special Populations Core 2022 Seminar Series: Special Populations Behind Bars and Razor Wire: Correctional Psychiatry Challenges and Opportunities presented by Joseph V. Penn, MD, CCHP, FAPA,
Director of Mental Health Services University of Texas Medical Branch Correctional Managed Care.

Dr. Penn is a Clinical Professor in the Department of Psychiatry at UTMB in Galveston, Texas. He has more than 20 years of correctional health care experience. There are many special populations within a variety of correctional settings (juvenile facilities, jails, prisons) and non-correctional secure detention settings (ICE facilities). Dr. Penn will define causes of the current psychiatric disease epidemic within adult and juvenile correctional settings, examine the mental and medical health needs and service utilization of incarcerated special patient populations, and differentiate unique correctional evaluation and treatment roles, fiscal and legal challenges, and clinical presentations. Further, this seminar will illustrate the development and implementation of telepsychiatry services, specialized treatment programs, and disease management guidelines within correctional settings.
