Dina Belloff, M.A. is a Research Project Manager at the Rutgers Center for State Health Policy.  Her interests include payment and financing of health care, health insurance regulation, and quality performance and metrics.  Ms. Belloff manages and conducts data analyses and integration for the evaluation of New Jersey’s Section 1115 Medicaid Waiver, and other initiatives at the Center.  Ms. Belloff rejoined the Center after several years with Horizon Blue Cross Blue Shield of NJ serving as manager of quality improvement and data analysis, leading analytic support for the HEDIS and Stars quality program.  Ms. Belloff received her M.A. in Health Policy Studies from Johns Hopkins University and B.A. in Economics from Rutgers University.
