Lifang Pan, Ph.D. is a Data Analyst at the Rutgers Center for State Health Policy. She brings extensive expertise in social science research, data analysis, and data visualization. Her work focuses on designing and conducting advanced data science methodologies, interpreting analytical findings, and creating visualizations to support research publications.
Ongoing project work includes analytic contributions to the evaluation of New Jersey’s Section 1115 Medicaid Waiver 3 and other forthcoming projects aimed at improving health policy and outcomes.
Before joining the Center in 2025, Lifang was a data analyst in the Division of Translational Epidemiology at the New York State Psychiatric Institute and Columbia University. There, she contributed to NIH-funded research portfolios for senior principal investigators, analyzing longitudinal datasets and Electronic Health Records comprising millions of records.
Lifang earned her Ph.D. in Economics from Huazhong University of Science and Technology and a Master’s degree in Statistics and Applied Mathematics from Hunter College, City University of New York (CUNY).
